MTD Is Not a Tax Increase – So Why Does Everyone Think It Is?
February 3, 2026
MTD Is a Process Change, Not a Punishment
February 5, 2026Introduction
Making Tax Digital (MTD) has been one of HMRC’s biggest tax system changes in recent years. However, there is still widespread confusion about who actually needs to comply right now. Many taxpayers panic when they receive HMRC emails or see news headlines about MTD becoming mandatory, even though the rules only apply to certain groups at specific times.
This blog explains clearly who currently needs to follow MTD rules, who does not, and why HMRC messages can sometimes create unnecessary worry.
What Is Making Tax Digital?
Making Tax Digital is HMRC’s plan to modernise the UK tax system by requiring taxpayers to keep digital records and submit information using compatible software rather than manual spreadsheets or paper records.
The aim is to improve accuracy, reduce errors and help taxpayers stay on top of their tax responsibilities through regular digital updates.
Who Needs to Follow MTD Right Now?
VAT Registered Businesses
MTD is already mandatory for most VAT registered businesses.
You must follow MTD for VAT if your business is VAT registered, submits VAT returns to HMRC and maintains digital records using MTD compatible software. Since April 2022, MTD for VAT applies to all VAT registered businesses regardless of turnover.
Self Employed Individuals and Landlords (From April 2026)
MTD for Income Tax is being introduced gradually.
From April 2026, MTD will apply to self employed individuals, landlords and anyone with combined self employment and rental income, but only if total income from these sources exceeds £50,000 per year.
From April 2027, this threshold will reduce to £30,000. If income is below these levels, MTD does not apply yet.
Who Does NOT Need to Do MTD Right Now?
Employees on PAYE Only
If you only earn employment income through PAYE and do not have self employment or property income, MTD does not apply to you.
Small Landlords Below Thresholds
If rental income is below £50,000, MTD for Income Tax does not apply yet. However, maintaining organised records is still recommended.
Pensioners and Investment Income Only
People receiving pension income or simple savings and dividend income generally do not fall into MTD requirements unless they also have qualifying business or rental income.
Sole Traders With Low Income
Many small or part time businesses remain outside MTD until income reaches the required threshold.
Why HMRC Emails Cause Confusion
HMRC often sends general awareness emails or letters to taxpayers who may potentially be affected in the future. These communications are designed to encourage preparation rather than confirm immediate obligations.
Many taxpayers receive these messages and assume they must act straight away, which is rarely the case. Receiving an HMRC MTD message does not automatically mean registration or system changes are required immediately.
When Should You Start Preparing?
Even if MTD does not apply yet, preparation is sensible if income is expected to increase, a business is growing, multiple rental properties are owned or if better record keeping would help manage finances.
Starting digital bookkeeping early often makes the transition smoother and reduces stress closer to implementation deadlines.
How MTD Will Change Tax Reporting
When MTD for Income Tax applies, taxpayers will need to keep digital records, submit quarterly updates to HMRC and submit an end of year final declaration.
Although this may appear to increase workload, many businesses find that real time record keeping improves financial awareness and tax planning.
Common MTD Myths
MTD does not mean paying more tax. It changes how tax is reported, not how it is calculated.
MTD does not apply to everyone immediately as it is being introduced gradually.
Spreadsheets are not completely banned and can still be used if linked to compatible bridging software.
Final Thoughts
Making Tax Digital is a major change, but it is not something every taxpayer needs to worry about immediately. Understanding whether MTD applies to a specific situation can prevent unnecessary stress and allow preparation at the correct time.
